Episcopal Community Services of San Francisco is requesting proposals from property management companies that have experience in the overall management, maintenance, compliance, and lease-up of permanent supportive housing (PSH) properties and properties financed with low income housing tax credits (LIHTCs).

This Amendment to the RFP is effective as of February 29, 2024. The RFP is amended as follows:

ECS received RFP-related questions by the March 4 due date. These questions and the corresponding answers may be found here:
Q: Is it possible to look at the following documents for the 7 sites covered by the RFP?:
- Financial Audits
- Staffing plans
- Occupancy rate
- Current supportive service agency assigned to those communities
A: Yes, ECS will make these documents available to property management firms that complete and submit their responses to the RFP by the published March 29, 2024 submission deadline. Please note that the 1251 South Eliseo site does not have a financial audit at this time but that YTD unaudited financials for this property are available.
Please be advised that ECS will first review the RFP response submitted before making these documents available to an RFP respondent.
Q: Are the employees at the sites going to be employees of the incoming management company?
A: Yes, as part of the transition process, on-site employees are to become employees of the incoming management company. The incoming management company should take the steps necessary to ensure that this process is completed with minimal to no disruptions at the properties.
Q: Who does ECS plan to engage as the independent consultant to oversee the performance of the incoming management company on behalf of ECS?
A: ECS has engaged the services of Ancel Romero who will coordinate oversight with designated ECS staff.
Q: Does ECS require that the incoming management agent assume management of all 7 ECS sites or can we manage fewer sites?
A: ECS will not require management of all 7 sites as a condition of awarding management of any of its sites under this RFP.
